Watermans Gardens
Watermans Gardens is a linear area of park between a small channel from the main body of the River Thames and Brentford High Street within the London Borough of Hounslow.
The area of the foreshore immediately adjacent to the park is currently occupied by a number of unlicensed vessels moored to objects in the River owned by the Council. The existing vessels were required to be removed by the Port of London Authority and a business case was examined to ascertain whether this could be done on a cost neutral basis to the Council whilst also funding regeneration improvements to the park area over a four year phased masterplan.
Frankham Projects was appointed as Development Agent to advise on the viability of the development through the production of an outline business case for Cabinet, and development management and design services through the project culminating in a planning submission.
The planning application involved the coordination of a full multi-disciplinary design team in addition to the services of our in-house maritime engineering division and was formulated on a strict development programme to ensure the client’s aspiration for planning submission was achieved.
The project was the first of its kind undertaken by the Council and, as such, in addition to the standard processes, this complex project involved the coordination of a number of strands of information including legal issues, navigational rights of way, mooring management agreements, appropriation of open space and consultation with the Greater London Authority.
